主要用于修复bug #110

待合并这个PR后，我再提交最新代码到vcpkg。

添加cpp-ipc-targets后，支持使用find_package查找安装的包。以echo程序为例，将echo移动到项目外后，CMake修改为如下即可：

cmake_minimum_required(VERSION 3.26)
project(chat)

file(GLOB SRC_FILES ./*.cpp)
file(GLOB HEAD_FILES ./*.h)

add_executable(${PROJECT_NAME} ${SRC_FILES} ${HEAD_FILES})

find_package(cpp-ipc CONFIG REQUIRED)
target_link_libraries(chat PRIVATE cpp-ipc::ipc)

添加了PACKAGE_VERSION选项，如有Release新版本，请更新该变量。
